Ukrainian President Volodymyr Zelenskyy addressed the Dutch parliament on Tuesday, saying Ukraine is in the midst of “most intense and focused” negotiations to end Russia’s nearly four-year war. “Together with partners, we are working not only to stop the bloodshed, but to change the situation along Russia’s borders so there is no opportunity to start another war.” Zelenskyy said in his address. He said diplomacy should focus on making Russia learn to “live by the rule of law.” Zelenskyy and some 30 other countries are expected to formally approve plans Tuesday at a ceremony in the Hague to create a compensation body to pay for damages to Ukraine caused by the Russian invasion, but questions remain about where the money will come from.
